Puducherry Welfare Minister M Kandasamy registered strong protest in the territorial Assembly on Thursday, against "unnecessary red tapism" adopted by the Chief Secretary in implementing a cabinet decision to ameliorate the downtrodden in the Union Territory.

As soon as AIADMK legislature wing leader focussed through a point of order the 'delay' in rechristening the 'sakkiliyars' as 'Arunthathiyars,' the Minister intervened and said the cabinet had taken a decision in this regard.

A certificate was also issued to them carrying the description of this section of the people as 'arunthathiars'.

However, the file containing the cabinet decision sent to the Chief Secretary for follow up gazette notificationwas "unnecessarily sent to the Lt Governor," he pointed out.

"This red tapism is uncalled for and was only hitting cabinet decision," Kandasamy said assuring the member that he would ensure that the decision for naming 'sakkiliyar' as 'arunthathiar' would be implemented without delay.

Kandasamy termed the delay caused by the top official as a "sorry state of affairs" and referred to a court verdict permitting the renaming of the community as 'arunthathiars.'
The House witnessed noisy scenes with members cutting across party lines taking strong exception to the 'delay' caused by "unwarranted bureaucratic red tapism."
