Singhal's posting came a day after the state government removed Principal Secretary (Home) Anil Kumar Gupta.
Gupta's removal came at the time when the government had been under continuous fire following a number of rape incidents, particularly the Badaun gang rape and murder of two teenage girls. He had been put on the waiting list.
In another reshuffle, the government has put Principal Secretary (Finance) Anand Mishra on the waiting list.
