Alex Jackson, 29, is also charged with owner negligence of an animal causing death over the May 9 incident, in which four dogs attacked 63-year-old Pamela Devitt.
If convicted, he faces life in prison, said the Los Angeles County District Attorney's Office.
Jackson was also was charged with cultivating marijuana at his home in Littlerock, 50 miles northeast of Los Angeles, where he kept eight dogs, including six pitbulls.
What appeared to be blood was found on the coats and muzzles of the four dogs allegedly involved in the attack.
At least three other incidents of Jackson's dogs attacking people have been reported to authorities since January, said Deputy District Attorneys Samantha MacDonald.
