Haryana Chief Minister Manohar Lal Khattar today announced setting up of a committee to identify the victims of Emergency and announced a number of incentives for them, including honouring them on Republic Day.
Saying that the victim suffered miseries to get democracy restored, the chief minister said the government would constitute a high-level committee to identify such victims.
Speaking at a function organised to honour those who were jailed during the Emergency 40 years ago, he said people who had struggled during days of Emergency should submit their record to the Deputy Commissioner concerned.
He said the victims would be identified and enlisted by August 15 next and would be honoured by being awarded Tamar-Patras on Republic Day.
Both husband and wife would be able to avail free travel facility in ordinary State Roadways buses and have 75 per cent fare concession in Volvo buses, Khattar said.
They would be entitled to free treatment in government hospitals and in case of private hospitals, their expenditure would be reimbursed on the pattern of state government employees, he said.
He said while many such victims were leading good lives, a few were having hard time because of mental or physical problems and assured that the government would take care of them.
The government would contact such victims and their memories would be recorded in black and white and also audio and videographed, he said.
He said although the freedom of press was curtailed during those days, yet writers, litterateurs had written poems, satires and write-ups. The government has decided to publish such kind of literature, he said, adding, a 'Shubhra Jyotsna Granth' would be brought out on next Republic Day.
He appealed to the people that if anyone in the state has such materials, they should submit it to the Deputy Commissioner concerned for publishing in the Granth.
He also honoured 65 victims of Emergency at the function.
