The decision of reintroducing the pass-fail system will be taken only after discussions with Chief Minister Mamata Banerjee and educationists, he said.
"We will soon take a decision on how and from which class the pass-fail system should be introduced," Chatterjee said.
Expressing his disgust over poor knowledge of English among teachers in state-run schools, Chatterjee said the department would soon start a training programme for them on the language.
Stating that the department has been receiving several complaints regarding corruption in mid-day meal programme, Chatterjee said strong action would be taken against those involved in malpractices.
Strong action must be taken against those who are depriving children, the minister said.
The minister also said the chief minister has also advised on giving a fresh coat of paint to all schools in the state and also to the toilets wherever required.
Meanwhile, the West Bengal Primary Education (Amendment) Bill was today passed at the Assembly.
The Bill was introduced to increase the age limit of retirement of primary school teachers from 65 to 68 years.
