Neelam, hailing from Bisalpur in Pilibhit district, was detained when she reached the Vidhan Bhawan to immolate herself, but her attempt was foiled, they said.
The woman said she took the extreme step because her land was being grabbed in Bisalpur.
Neelam has been taken to Pilibhit by Bisalpur police, police said.
