Senior diplomats from the 15 member states clinched a deal late on Wednesday, averting the need to hold a special meeting of EU industry ministers on Friday to settle the issue.

The formal EU decision is expected to be rubber-stamped at another ministerial meeting in September, diplomats said. The diplomats failed to reach a unanimous decision on the controversial issue.
