France is making a frantic last-ditch bid to impose anti-dumping duties on unbleached cotton from India and five other countries.

The French lost a second vote yesterday but is still trying to strike a compromise and ensure that the duties are imposed.

At a council of permanent representatives meeting on Thursday, the EU member countries voted nine-six against the duties.

The French pushed a compromise formula yesterday under which the duties would be imposed but would be reviewed after a year. This would be the first time that such a proposal has been adopted under the EUs anti-dumping laws. The EU normally imposes anti-dumping duties for a five-year period. Last year, EU imposed provisional dumping duties on five countries, including India.
