The expert group constituted by the government to rewrite the Income-tax Act consisted of senior and eminent professionals who perhaps had never or rarely had to be at the receiving end while facing the assessing officers. This lack of experience is evident from the fact that the groups report does not contain any practical suggestion to mitigate the harassment of the silent minority who pay their taxes honestly.

Total elimination of corruption may be an impossible task. However, it can certainly be reduced if only the necessity of the assesses visits to the department is avoided.

The government can certainly fix certain parameters of performance for every line of business. And returns of assessees disclosing results above the parameters can be unconditionally accepted without scrutiny.
