Jammu and Kashmir governor-designate Girish Chandra Saxena has said his new assignment in the sensitive state is crucial and assured all cooperation to the state government in its fight against militancy and lurking dangers from across the border.
Kashmir is a special case... Everybodys role in the sensitive state is crucial and governor is no exception, said Saxena who has been appointed to the gubernatorial post in the state for the second time.
Stating that he was against comparing one state with another, Saxena, however, said Jammu and Kashmir was exposed to the lurking dangers because of the externally-sponsored terrorism.
The situation has improved over the years but it is not yet fully out of the woods, said Saxena, who served as Governor in the state at the peak of militancy from May 1990 to March 1993.
Former chief of the Research and Analysis Wing (RAW), Saxenas earlier term during the Presidents Rule has been widely credited with toning up and streamlining the intelligence network which had virtually broken down after insurgency took roots in the valley in 1989.
Pointing out that agencies across the border were keen to keep insurgency in the state alive, the governor-designate stressed that there was no room for complacency.
More and more effective measures are required to bring about total normalcy in the state... Militants still possess capability to strike at soft targets, he said referring to the recent massacre of 26 people in Udhampur district of Jammu region.
Describing the situation in the state as a challenge for the Farooq Abdullah government, Saxena said his services were always available to the extent required by the popular government.
Saxena, who will be the 12th governor of the state, emphasised the need for mutual cooperation and respect between the elected government and his office for the promotion of security and welfare of Jammu and Kashmir.
Delving on the issue of Kashmiri Pandit migrants return and rehabilitation, Saxena said, efforts have to be made for their comeback in a cordial atmosphere where they would have a sense of dignity and meaningful life.
Drawing a comparison between his role during the earlier stint as Governor when the state was under Presidents Rule and his impending task under an elected government, he said, the new assignment is offering a different, a healthy role. In fact, this is the actual role visualised in the Constitution.
