Several Private Members Bills To Be Introduced

THE 13-DAY Budget session of the Delhi Assembly will start with the Lt-Governor's address on March 22.

On the first day of session, the House will pay homage to former President of India Shanker Dayal Sharma.

Next day being the Martyr's Day, the House will pay homage to Shaheed Bhagat Singh, Raj Guru and Sukhdev.

Addressing a Press conference here today, Speaker of the Delhi Legislative Assembly Prem Singh said that the Assembly Secretariat has received two Bills so far, including the Delhi Official Language Bill, 2000 and the Delhi Ancient and Historical Monuments Bills, 2000.

The Secretariat received notices for 22 short duration discussions under Rule 55. But, the Business Advisory committee has unanimously selected four issues for discussion in the House.

These include "anomalies in the disbursement of old age pension" and the "situation arising from the change in the policy of the Central Government with regard to the public distribution system and the hike in milk prices of Delhi Milk Scheme".

The other two issues are "the possibility of water and electricity shortage with the onset of summer" and a discussion on "recent selective demolitions carried out by MCD, DDA and other agencies in certain areas in the city".

The Speaker said that it was decided by the Business Advisory committee that Private Members' Bills, including Dr Harsh Vardhan's "Delhi Environment Related Diseases (Prevention & Control) Bill, 2000," seeking prevention and control from the environmental-related diseases could be introduced in the House.

Similarly, the Business Advisory Committee has also allowed Ms Kiran Chowdhary's "Delhi unit pricing Bill," which provides that manufacturers should print the retail price on every article they produce and Ms Anjali Rai's 'Code of Criminal Procedure Amendment Bill 2000' seeking amendment of Section 125 of the Code to enhance the maintenance amount from Rs 500 to Rs 5000 or one-third of his monthly income.

Mr Mukesh Sharma's Private Member's Bill on 'Delhi Women Reservation Bill 2000' to provide for 33 per cent reservation in the committee for self-employment schemes constituted or run under the control of the Delhi Government, has also been approved by the committee for introduction in the House.

However, Mr Sharma's 'Delhi Jal Board (Amendment) Bill, 2000' which provides that the Chairman of the Jal Board could be an MLA instead of the Minister concerned, would not be introduced, said Mr Singh. He added that the Business Advisory committee felt as per the Law Department, if an MLA is to be made the chairman of a Board and given perks he might become a holder of an office of profit and might incur disqualification.
