Establishments, including hotels, in the Aerocity area around the IGI airport here have been instructed by the DDMA to prepare disaster-management plans to handle emergency situations, officials said on Wednesday. In the aftermath of an armed conflict between India and Pakistan following the killing of 26 people, mostly tourists, in Pahalgam, the Delhi Disaster Management Authority (DDMA) held a meeting to strengthen disaster preparedness and response protocols, focussing on the Indira Gandhi International (IGI) airport and the Aerocity area, they said. The preparation of a disaster-management plan and preventive measures to handle any kind of disaster were discussed at the meeting. The strategic significance of the Aerocity area located near the airport was highlighted, with high-risk scenarios like natural disasters, accidents or terrorist activities, the officials said. The Centre on Wednesday constituted the National Crisis Management Committee (NCMC), headed by the cabinet secretary, for dealing with any situation of major disaster having national ramifications. In a notification, the Ministry of Home Affairs (MHA) said exercising the powers conferred by sub-section (2) of section 8A of the Disaster Management Act, 2005 (53 of 2005), the central government constituted the NCMC. While the cabinet secretary will be the chairperson, Union home secretary, defence secretary, secretary (co-ordination), cabinet secretariat and member and head of department, the National Disaster Management Authority, will be the members of the committee. The committee shall be the apex body for dealing with the situation arising out of a major disaster, which has national ramifications, the notification said. Criticising the Centre for taking five months before declaring Wayanad landslide as a 'disaster of severe nature,' Kerala Revenue Minister K Rajan said on Tuesday that it would have been more beneficial if the Centre's announcement had come within two months after the calamity struck. The state government had on Monday received an official communication from the Centre that the Wayanad landslides have been declared as a disaster of "severe nature," recognising its intensity and impact for all practical purposes. Addressing reporters here, Rajan said it would have been more beneficial if the Centre's declaration had come within two months of the disaster. Union Home Secretary Govind Mohan has launched a special scheme to train 2.37 lakh young volunteers in 315 districts across the country as the first responders to disaster preparedness and response. The 'Yuva Apada Mitra Scheme' was launched at the 20th formation day function of the National Disaster Management Authority (NDMA) here on Monday, an official release said. According to the plan, under the 'Yuva Apada Mitra Scheme', 2,37,326 young volunteers from the youth organisations such as National Cadet Corps (NCC), Nehru Yuva Kendra Sangathan (NYKS), Bharat Scouts & Guides (BS&G) and National Service Scheme (NSS) will be trained in 315 districts of 28 states as a first respondents to disaster preparedness and response. Besides, 1,300 trainers will also be prepared under the up-scaling of 'Aapda Mitra Scheme' with an estimated total cost of Rs 469.53 crore. The administrative system to face any natural disaster in the country with confidence stemmed from the effective disaster management during the 1993 Killari earthquake in Maharashtra, NCP chief Sharad Pawar, who helmed the state at that time, said. He was speaking at a gratitude ceremony organised by an organisation of the earthquake survivors in Killari village of Latur district marking the 30th anniversary of the disaster on Saturday.
