The Supreme Court on Tuesday extended till April 21 the protection from arrest granted to former IAS probationer Puja Khedkar, accused of cheating and wrongly availing OBC and disability quota benefits in the civil services examination. A bench comprising Justices B V Nagarathna and Satish Chandra Sharma took note of the submissions of Khedkar's counsel that her rejoinder to the reply filed the Delhi government has been filed, but it has not come on record. The bench took note of the submissions and listed the matter for hearing on April 21 and asked the apex court registry to verify whether Khedkar's rejoinder is filed. The bench, meanwhile, allowed the plea of her counsel that the protection from arrest granted her on January 15 in the case be extended till the next date of hearing. The Odisha government has rejected an application of senior IAS officer Sujata R Karthikeyan for extension of child care leave (CCL) and asked her to join the duty, an official said on Wednesday. Karthikeyan is the wife of V K Pandian who was a close aide of former chief minister Naveen Patnaik. The General Administration and Public Grievance department through a letter on Tuesday informed Karthikeyan to join duty on Wednesday as her application for an extension of child care leave has not been accepted by the government, the official said. "I am directed to invite a reference to your letter of dated 04.11.2024 (sanction of extension of CCL for six months from November 27) and say that after careful consideration, your leave application for extension of CCL is not acceded to. You are, therefore, requested to join on 27.11.2024 i.e. after availing of the CCL from 31.05.2024 to 26.11.2024," said letter issued by Manoj Mohanty, additional secretary, General Administration and Public .
The Odisha government has transferred 18 senior IAS officers, a notification issued by the General Administration department said. Satyabrata Sahu was appointed Additional Chief Secretary (ACS), Home department while D K Singh was appointed Additional Chief Secretary, Revenue and Disaster Management department. Sahu is also allowed to hold additional charge of ACS, Forest, Environment and Climate Change department. Singh is allowed to remain in additional charge of Special Relief Commissioner, Odisha and Managing Director, Odisha State Disaster Management Authority. The additional appointment of Satyabrata Sahu as SRC and MD of OSDMA shall stand terminated from the date Singh takes over, the notification said. In yet another bureaucratic reshuffle this month, the Madhya Pradesh government has transferred nine Indian Administrative Services (IAS) officers with Sukhveer Singh being appointed as the Chief Electoral Officer (CEO) of the state. The government issued the transfer order on Tuesday night. Sukhveer Singh, a 1997-batch IAS officer posted as the Principal Secretary of Horticulture and Food Processing till now, will replace Anupam Rajan. Rajan, a 1993 batch officer, has been transferred as the Principal Secretary of Higher Education Department. Amit Rathore, a 1996 batch officer, has been appointed as the Principal Secretary of the Finance Department. He was holding the charge of the Commercial Tax Department. Shriman Shukla, a 2007 batch officer, has been transferred as the Divisional Commissioner of Shahdol division. On August 10, the state government had carried out a major bureaucratic reshuffle, transferring 26 IAS officers, including eight district collectors and 21 Indian .
The concept of lateral entry was first introduced under the Congress-led UPA regime and strongly endorsed by the Second Administrative Reforms Commission established by it in 2005, government sources said on Sunday. The Union Public Service Commission (UPSC) on Saturday issued a notification for recruiting 45 joint secretaries, directors and deputy secretaries through lateral entry -- referred to as the appointment of specialists (including those from the private sector) in government departments. The decision ignited criticism from opposition parties, which claimed it undermined the reservation rights of OBCs, SCs and STs. In a major administrative reshuffle, the Haryana government on Thursday transferred 12 IAS officers while appointing 1990-batch officer Anurag Rastogi as the new home secretary. According to a government order, Rastogi has been transferred and posted as additional chief secretary of home, jails, criminal investigation and administration of justice departments. In addition, as additional chief secretary, he will continue to hold his finance and planning departments. Rastogi takes over as home secretary from Chief Secretary TVSN Prasad. The state General Administration Department issued a notification to this effect on Tuesday night, an official said. The Bihar government on Friday transferred 22 IAS, 79 IPS and 45 Bihar Administrative Service (BAS) officers. The transferred officers included five district magistrates (DMs) and 17 SPs. According to a notification by the general administration department, Patna DM Chandrasekhar Singh, a 2010-batch IAS officer, has been made special secretary in the chief minister's secretariat. Singh was recently in the news for his war of letters with the state education department over closure of schools in Patna in view of cold wave conditions. He has been replaced by 2011-batch IAS officer Shirsat Kapil Ashok, who is currently the IG (prisons). The Rajasthan government has transferred 72 Indian Administrative Service officers and 121 Rajasthan Administrative Service officers, in the first bureaucratic reshuffle after the Chief Minister Bhajanlal Sharma-led BJP dispensation came to power in the state. The transfer orders were issued by the Department of Personnel late on Friday night. The newly elected BJP government in Chhattisgarh has effected a major bureaucratic reshuffle, transferring 88 Indian Administrative Service officers and one officer of the Indian Police Service. Collector of 19 districts are among those who have been shifted, as per an order issued by the General Administration Department on Wednesday midnight. Lieutenant Governor V K Saxena has approved the restructuring of the Delhi Administration Subordinate Services (DASS) cadre acceding to a decades-old demand of officers and employees, an employees' federation said on Saturday. The DASS cadre had not been restructured since its formation in 1967 despite several government orders, the Federation of Officers and Employees of DASS Cadre said in a statement. Saxena earlier directed to prepare a proposal in this direction. A three-member committee comprising retired IAS officers S B Shashank and Kulanand Joshi and serving IAS officer Y V V J Rajasekhar was constituted for the purpose and this committee identified 221 Group 'A' posts which could be included in 'DASS', the statement said. The Services Department submitted the proposal to Chief Secretary Naresh Kumar. Kumar submitted the proposal, along with his recommendation, to Saxena for his approval.
