Bumpy start to second part of Budget session of Parliament

Lok Sabha adjourned till noon after uproar over rape incidents, heckling of Mamata Banerjee

Proceedings in both houses of Parliament were stalled by the Opposition on a range of issues ranging from the leakage of the JPC report on 2G, the Coal scam and interference in the CBI report and the recent incidents of atrocities against women and children. Both the Question Hour and the Zero Hour in both houses were disrupted by repeated disruptions throughout the morning.

In the Rajya Sabha, eight notices were moved for suspension of Question Hour and Chairman Hamid Ansari accepted the AIADMK notice on role of CBI in the Coalgate scam. However half an hour was spent quibbling over the fact whether there should be voting on or not on the motion as the Voice vote had been inconclusive. As the MPs argued it was twlve noon by the watch and the motion had become infructuous leading to more furore from the Opposition benches.

Similar noisy scenes were witnessed in the Lok Sabha as well, however the Home Minister Sushil Kumar Shinde laid a statement on the floor of the house on the incident amidst the din. The Rajya Sabha is slated to take up the issue of increasing atrocities against women and children post lunch.

Just before Parliament resumed this morning, the Prime Minister had appealed to all political parties, "It's my sincere wish that the House is allowed to function. We have many important bills to discuss."

The Opposition BJP has resented the fact that the government is trying to give the impression that Opposition was not interested in women’s safety and was giving priority to the other two issues.

The impasse continued and Lok sabha has been adjourned till tomorrow.
