Kairana exodus: NHRC seeks report from UP chief secretary, DGP

National Human Rights Commission (NHRC) calls for action taken from the report of Uttar Pradesh (UP) government over the findings and recommendations of its investigation team about exodus of families from Kairana area

NHRC has issued notice to the state government relating to the alleged exodus of Hindu families from Kairana, Shamli district in Western UP.

The Commission has directed UP chief secretary and Director General of Police (DGP) to submit action taken report on the observations and recommendations of the NHRC team, which had investigated some incidents, within 8 weeks.

NHRC issued the order after considering the material on record, including the report of its investigation division on a complaint that Hindu families were leaving Kairana due to fear of criminals.

Earlier, the Commission had received a complaint from Supreme Court lawyer Monika Arora, who also runs an NGO, stating that families of a particular religion were leaving Kairana due to fear of criminals.

Quoting some incidents, it was alleged two businessmen brother Shankar and Raju were shot dead in broad daylight, when they refused to pay protection money to criminals. A petrol pump was also robbed in the area and a constable was shot dead, while the assailants fled.

It was further alleged about 250 families had already migrated, leaving behind properties out of the fear of criminals who enjoyed political patronage.

The complaint had sought an immediate intervention by the Commission, which on June 10, 2016 ordered issuance of notices to the UP chief secretary and the DGP seeking a report within four weeks.

In the meanwhile, the Deputy Inspector General (DIG), NHRC investigation division, was directed to depute a team to enquire into the allegations and submit a report within two weeks. The report has been submitted.

The alleged migration of Hindu families from Kairana had recently become a political hot potato in UP with Bharatiya Janata Party accusing the ruling Samajwadi Party of pursuing its minorities appeasement policies, which implicitly signaled the cops to go slow in their investigation.
