Union Finance Minister Nirmala Sitharaman on Monday said GST compensation to some states is delayed due to non-availability of AG's authenticated certificate, and that Kerala has not sent even a single such certificate since 2017-18.
Replying to a supplementary question, she also said that Rs 86,912 crore has been released for the Goods and Services Tax (GST) compensation payable to all states up to May 31, 2022.
She said as per law, GST Council decides to whom the GST compensation is to be released, not by the central government.

External Affairs Minister S Jaishankar will visit Fiji to attend the 12th World Hindi Conference, which is being co-hosted by the Indian government from February 15-17, the Ministry of External Affairs.
This will be Jaishankar's first visit to Fiji. The visit, first by an incoming Ministerial delegation after the formation of the new Government in Fiji in December 2022, would include bilateral meetings with the new leadership of Fiji.
The visit comes close on the heels of the first high-level visit to India by Deputy Prime Minister Biman Prasad on 5-10 February 2023.

Merely labelling persons as encroachers and displacing them is not a solution and the issue has to be addressed in a "more considered fashion" than by just deploying bulldozers, the Bombay High Court has said while seeking to know from the Western Railway, Mumbai civic body and MMRDA if they have any rehabilitation policy in place.
A division bench of Justice Gautam Patel and Neela Gokhale on February 8 heard a petition filed by Mumbai-based Ekta Welfare Society, challenging the eviction and demolition notices issued to its residents by railway authorities as they were encroaching on its property.

After inaugurating the 14th edition of Aero India at the Yelahanka Air Force station complex on the outskirts of Bengaluru, he said India has rejuvenated its defence production sector in the last eight-nine years and is looking at increasing the export of military hardware from USD 1.5 billion (one billion=Rs 100 crore) to USD five billion by 2024-25.

An earthquake of 3.2 magnitude hit central Assam on Monday, an official bulletin said.
The quake was recorded at 11.57 am, epicentred at Hojai in Nagaon district on southern bank of Brahmaputra, at a depth of 10 km, the National Center for Seismology said.
On Sunday afternoon, an earthquake of 4 magnitude struck the same area in Nagaon district.
The precise epicentre of Monday's earthquake is around 180 km east from Guwahati, near Hojai town.

Prime Minister Narendra Modi Monday inaugurated Asia's biggest Aero India show 2023 at the Yelahanka Airbase in Bengaluru, and said the country will not let go of any opportunity nor spare any effort to become a leading defence sector player.
Addressing the gathering of defence ministers, Chief Of Defence Staffs and dignitaries from various countries, PM Modi said that 21st Century India will not let go of any opportunity to become the leading defence sector player.
PM Modi also stated that by 2024-25, the Indian defence exports are going to be five billion dollars. He explained that from being an importer of defence products, India is exporting six times more. In 2021-22 the exports have crossed 1.5 billion dollars.

The Supreme Court on Monday dismissed a plea challenging the government's decision to constitute the delimitation commission for redrawing the legislative assembly and Lok Sabha constituencies in the Union Territory of Jammu and Kashmir.
A bench of Justices S K Kaul and A S Oka delivered the verdict on a plea filed by two Kashmir residents.
While pronouncing the verdict, Justice Oka said nothing in this judgement shall be construed as giving an imprimatur to the exercise of power under clauses one and three of Article 370 of the Constitution.

Leader of Opposition in Rajya Sabha Mallikarjun Kharge on Monday said that there was nothing unparliamentary about what Rahul Gandhi had said about billionaire Gautam Adani and his relationship with prime minister Narendra Modi, in Parliament.
Reacting to the breach of privilege notice sent to the Congress MP by BJP MP Nishikant Dubey, Kharge said, "Whatever Rahul Gandhi had mentioned in Parliament was already in the public domain and there is nothing unparliamentary about this. So he will respond to the notice accordingly."
Gandhi was sent the notice by Lok Sabha secretariat on February 8, to which he has to reply by February 15.

Rajya Sabha proceedings were adjourned briefly on Monday as opposition parties raised slogans demanding revocation of suspension of Congress MP Rajani Patil and setting up of a JPC to probe allegations against the Adani Group.
Soon after the listed papers were laid on the table of the House, Opposition party members insisted that the Chair allow Leader of Opposition and Congress president Mallikarjun Kharge to speak in the House.
When Chairman Jagdeep Dhankhar permitted Kharge to speak, several members from the treasury benches started raising slogans.
However, the remarks made by Kharge were expunged by the chair.

The Directorate of Revenue Intelligence (DRI) has seized diamond capsule fragments worth Rs 2.6 crore from two passengers at the Mangaluru International Airport (MIA), official sources said on Monday.
The DRI sleuths, with the help of CISF personnel at the airport, confiscated the diamonds from two passengers, Anas and Amar from Bhatkal, as they were about to fly to Dubai on Saturday, DRI sources said.

President Droupadi Murmu has signed the warrants of appointment of Justices Rajesh Bindal and Justice Aravind Kumar to the Supreme Court.
The new judges were inducted after a swearing-in ceremony on Monday, at 10.30 am, in the Supreme Court.

India's market regulator will provide an update on its investigations into the Adani Group's withdrawn follow-on public issue this week, two sources familiar with the matter said on Monday.
The board of the Securities and Exchange Board of India (SEBI) is scheduled to meet Finance Minister Nirmala Sitharaman on Feb. 15, the sources said, speaking on condition of anonymity as they are not allowed to speak to the media.
SEBI's board will brief the finance minister on surveillance measures taken by the regulator during the recent rout in Adani group stocks, the sources said.

India reported 82 new coronavirus infections while active cases declined to 1,837, according to Union Health Ministry data updated on Monday.
The death toll rose by three to 5,30,753 with Uttar Pradesh reporting two fatalities and West Bengal recording one, the data updated at 8 am stated.
The total number of Covid cases was recorded at 4.46 crore (4,46,84,200).
The daily positivity was recorded at 0.14 per cent while the weekly positivity was pegged at 0.09 per cent.

National Congress Party (NCP) leader Ajit Pawar claimed on Sunday that Maharashtra government could fall again as court verdicts on pleas with regard to the politcal crisis in the state last year were pending.
The deputy chief minister in the previous Maha Vikas Aghadi (MVA) government, Pawar said power has a way of changing hands as the status doesn't remain the same forever.
Pawar made remarks while addressing a campaign event for the Kasba Assembly bye-election in Pune.

Indian Air Force Chief Air Chief Marshal VR Chaudhari lead the Gurukul formation during the flypast at the inaugural ceremony of the mega air show.
The five-day event will focus on displaying indigenous equipment/technologies and forging partnerships with foreign companies.

Congress MP Manish Tewari on Monday moved an adjournment notice in the Lok Sabha to discuss the China transgressions issue.
In the notice, he stated, "Since April 2020, China has engaged in what can only be described as a steady land grab. Till 16 January 2023, 17 rounds of Commander level talks have taken place between India and China with little success. All the while China continues to build significant infrastructure, including bridges, roads and accommodation for its troops. China is attempting to unilaterally change the status quo.

Pakistan and the US are set to hold defence talks in Washington on Monday to explore various options for ramping up bilateral military and security ties, the foreign office here has announced.
The talks that would last from Monday to Thursday will be the second round of the Pakistan-US Mid-Level Defence Dialogue after the first round was held in Pakistan in January 2021, it said in a statement on Sunday.
"Pakistan's inter-agency delegation, led by the chief of general staff, will comprise senior officials from the Ministry of Foreign Affairs, Joint Staff Headquarters and three services headquarters. The US multi-agency team will be represented by the office of the undersecretary of defence, it said.

Israel's president on Sunday appealed to Prime Minister Benjamin Netanyahu to delay a contentious plan to overhaul the country's judicial system and instead seek a compromise with his political opponents.
President Isaac Herzog issued the appeal in a prime-time nationwide address a day before Netanyahu's coalition is to take its first steps toward implementing the plan in a parliamentary vote.

An earthquake of magnitude 4.3 struck 135 km south-southeast of Fayzabad, Afghanistan at 6.47 am on Monday, according to the National Center for Seismology (NCS)
"Earthquake of Magnitude:4.3, Occurred on 13-02-2023, 06:47:53 IST, Lat: 36.51 & Long: 71.40, Depth: 135 Km, Location: 100km SE of Fayzabad, Afghanistan," NCS tweeted on Monday.
This is the second quake to have rocked the country within a month.

An earthquake of magnitude 4.3 on the Richter scale hit the Yuksom town of Sikkim on Monday early morning, National Center for Seismology informed.
The earthquake took place at around 4.15 am at a depth of 10 kilometres from 70 km north-west of Yuksom.
"Earthquake of Magnitude:4.3, Occurred on 13-02-2023, 04:15:04 IST, Lat: 27.81 & Long: 87.71, Depth: 10 Km, Location: 70 km NW of Yuksom, Sikkim, India," the NCS informed in a tweet.

Pentagon officials on Sunday (local time) said they have been scrutinizing radar more closely since the sightings of unidentified objects and have not been able to identify what the most recent objects are, or how long they are staying aloft.
In a press briefing, Air Force General Glen VanHerck, who safeguards US airspace as head of North American Aerospace Defense Command (NORAD) and Northern Command, said, "We're calling them objects, not balloons, for a reason."
