Time limit fixed for 26 more services in Odisha

The state government today approved inclusion of 26 new services of three departments in the Odisha Right to Public Services Act (ORPSA) 2012, meant to provide government services within fixed time period.

Earlier, the act included 63 different services of 10 government departments. With the new inclusion, the number of services offered in this act has reached 89.

The additional services include 15 from Housing and Urban Development (HUD) department, eight from Higher Education department, while three are offered by animal husbandry department.

The HUD department services to be delivered in a time bound manner are issuance of certified copy of building plan (seven days), park and community hall booking (two days), land usage and related information (three days), issue of conveyance deed (one month), no dues certificate (one month), property transfer sales deed (one month), permission for mortgage (one month), ownership transfer of land or house (two month), complaints related to garbage cleaning (three days), repair and replacement of street lights (10 days), holding tax assessment (one month), road cutting permission (seven days), road restoration permission (15 days), issuance of birth and death certificate copy (seven days) and sewage overflow, blockage and minor leakage maintenance (48 hours).

Similarly, as per the latest notification, the High Education department will now process applications for eight services under the fixed time service delivery act. They include, issue of certificate for CHSE managed higher secondary or similar exams ( seven days), issue of pass certificate-cum-memorandum of mark in correspondence course (seven days), provisional pass certificate/ mark sheet of universities (seven days), migration certificate (30 days), college leaving certificate (three days), authentication of original certificate (2-7 days), disposal of memorandum with regard to block grant (15-30 days) and issue of NOC for passport, vigilance, foreign tour and higher study (7-15 days).

The three new inclusions under Animal Husbandry department are issue of registration certificate for fishing license (15 days), renewal of fishing license (15 days) and issue of animal health certificate (5-7 days).

Apart from guaranteeing time bound delivery of services to the citizens, the Right to Public Services Act has provision for punishing errant public servants, who fail to provide the services stipulated under the act.
