External Affairs minister Pranab Mukherjee, while addressing a regional conference on "Deepening South Asian Economic Integration" said that this draft convention should be seen in the backdrop of the recent bomb attack on the India embassy in Kabul.
"In such matters if we have this convention it will enable us to implement action against such crimes in the neighbourhood with regional co-operation," he said at the conference.
Four Indians and several Afghans lost their lives in a first such attack on an Indian embassy.
Foreign secretary Shiv Shankar Menon, while addressing a memorial service for those who had died had said that the culprits would be brought to book.
National Security Advisor M K Narayanan had said that the Pakistani secret service agency Inter Services Intelligence agency was involved in the blast.
