Importers covering all major ports and airports may get the "green channel facility" by the middle of next year. A finance ministry official said this move would ensure a reduction in clearance bottlenecks.

"We would be soon introducing a risk management system where the extent of green channel facility being used by importers will increase to 75-80 per cent from the present 25-30 per cent. The facility will be made available to importers recognised under an accredited client programme," Revenue Secretary K M Chandrasekhar said today at a CII seminar on international trade.

Chandrasekhar said around 25 parameters, including performance record or the history of the importer had been ascertained on the basis of fuzzy logic system, which would be used to identify eligible importers.

"The goods will be allowed to pass through the green channel and will undergo a post audit once they reach the factory premises. If an importer makes a wrong declaration, the facility will be withdrawn," he said.

He said a pilot project had already been introduced in Nava Sheva port and Sahar airport.
