Himachal Pradesh is planning a Rs 3,300-crore annual plan for the financial year 2011-12.This was announced at a meeting of Chief Minister P K Dhumal with state legislators here on Thursday. Roads, education and health have been accorded top priority besides generating self employment opportunities.
Expressing concern over the 13th Finance Commission recommendations. Dhumal said, it had taken the liabilities of the state on account of pay-scale revision, pension and interest in the right perspective.
He said the 13th Commission had given a non-plan reveneue grant of Rs 7,888 crore but the 12th Finance Commission had given a grant of Rs 10,202 crore. The matter has been taken up again with the Centre asking for Rs 2,500 crore as Central assistance and Rs 1,500 crore as special plan assistance for the year 2011-12.
