He also announced slew of incentives for these companies, including setting up of three small IT parks in the Patna and an IT city will be developed in Nalanda.
The state government has also set up a venture fund for IT sector to encourage IT entrepreneurs.

In this convention, Kumar also inaugurated a city wide Wi-Fi network in Patna. "It will be a 20 KM wide free Wi-Fi zone, which would run through IIT,Patna in Bihta to Saguna More in Patna. I have been informed that it will be the biggest free Wi-Fi zone in the world. It also shows how serious we are for promoting IT and ITeS industry in the state," he stated.
Chief Minister also offered several incentives to the IT companies planning to invest in Bihar. He said the state government has decided to develop three small IT parks in the Patna in the near future, meanwhile it's also setting up an IT City in Nalanda near the proposed site of the Nalanda International University (NIU) campus. "Land is one of the major concerns in Bihar, therefore we decided to be pro-active. We are developing three small IT parks in Patna. Two of these IT parks would be developed in the heart of the city, meanwhile the third one would be in Bihta near the IIT-Patna campus. We have also allotted 200 acres in Nalanda for developing a world class IT city in vicinity of the proposed NIU campus."
