Non-scheduled air operators and express delivery companies have sought lower airport charges and tax concessions, in their statement on the draft civil aviation policy.

The operators  have also asked for government support to encourage charter and intra-city helicopter operations. Under the draft, the Central government has proposed a scheme of concessions to airlines for plying on regional routes.  

A separate category of airline operator, termed scheduled commuter airline (SCA), has been proposed for such connectivity. These are to get customs duty and tax waivers.

The Business Aircraft Operators  Association has suggested the tax waivers be given for all non-scheduled (charter companies) operating regional routes, not only for SCAs. Also, better classification of regional routes and permission for conversion of non-scheduled permits to one for SCA. And, that the duty waiver for aviation turbine fuel be extended to Avgas, used as a fuel in small planes with piston engines.Express Industry Council of India, representing courier and express companies like Fedex, Blue Dart, DHL and so on, says it is disappointed that the sector has been "completely overlooked" in the proposed policy.

They wish to be treated as a separate segment, not a subset under air cargo. And, asked for facilities and infrastructure at airports, with minimal rent and levies.
