"As per the data received from different departments, Rs 4501.78 crore revenue could not be collected because of tax and non-tax payment related cases lodged in different courts", said Prasanna Acharya, state finance minister in a written reply to the state assembly.
The disputed amount includes commercial tax (Rs 1561.30 crore), water tax from industries (Rs 1518.57 crore), energy bill (Rs 1368 crore), mining revenue (Rs 1.62 crore) and forest development tax (Rs 52.29 crore) respectively.

A total of 2075 cases are pending in High Court and Supreme Court.
Litigations relating to payment of commercial tax lead the list with 1909 cases followed by forest development tax (148 cases), water tax (27), electricity dues (26) and mining revenue (26).
"The concerned departments are asked to appoint special counsel in different courts wherever required for deciding the cases pending in the courts", Acharya said.
Upto October, the state has collected Rs 8390 crore towards its own tax, Rs 4303 crore non-tax. Besides it has received Rs 8312 crore towards its share of central taxes and Rs 4322 crore as grant from the Centre.
The estimate for the current financial year from the state's own tax and non-tax basket is pegged at Rs 23112 crore and the revenue receivable from the Centre is aimed at 20824.67 crore.
By October end this fiscal, the collection of sales tax, the highest contributor to the state's own tax revenue kitty, stood at around Rs 5349.14 crore while the state excise collection was Rs 862.21 against the annual target of Rs 1498.64 crore.
