Union Commerce Minister Anand Sharma is in negotiation with the state governments in an effort to allow FDI in multi-brand retail. In November 2011, the Cabinet decided to permit 51 per cent FDI in multi-brand retail, but put the move on hold due to opposition within and outside the UPA.
