It also asked the state chief secretary to send the poll body with a ‘compliance report’ within 24 hours along with copies of transfer orders. The EC appointed Sudhir Kumar Rakesh, a 1983-batch Indian Administrative Service officer, the new home secretary.
Since Subhani was also the secretary in-charge of the general administration department, the EC said the state government could post any other secretary-rank officer to the post. It said Subhani “may be given any other assignment /post by the state government, as deemed fit.”
When the Model Code of Conduct is on, the EC has the power to transfer officers.
The EC posted new district magistrate-cum-district election officers in nine districts.
