Financial Business and Ordinance Bills to be the focus of Budget session next week Amendment Bills in respect of Motor Vehicles and Mines and Minerals Ordinances listed in Rajya Sabha Eight Bills passed during the first two weeks; Motion of Thanks to President's Addressed adopted by both Houses

Financial business inlcuding the discussion on Railway and General Budgets for 2015-15 and Consideration and Passing of the Bills to replace the Ordinances will be the main focus of the business before both the Houses of Parliament during the third week of the Budget session of Parliament beginning March 9, 2015. Government Business in the Lok Sabha for the next week includes consideration and passing of the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement (Amendment) Bill, 2015 besides General Discussion and voting on Railway Budget for 2015-16, Demands for Grants on Account(Railways) for 2015-16 and Supplementary Demands for Grants for Railways for 2014-15 and Consideration and Passing of related Appropriate Bills and General Discussion and Voting on General Budget for 2015-16, Demands for Grants on Account for the next fiscal, Supplementary Demands for Grants for 2014-15 and Demands for Excess Grants for 2012-13 and Passing of the related Appropriate Bills. Eight hours have been allocated for discussion on the LARR (Amendment) Bill,2015 in the Lok Sabha. The House will also take up discussion on the agrarian situation in the country next week. In the Rajya Sabha, two Bills to replace Ordinances viz., The Mines and Minerals (Development & Regulation) Amendment Bill, 2015 and Motor Vehicles (Amendment) Bill, 2015, both as passed by Lok Sabha have been listed for consideration and passing on Monday i.e March 9, 2015. Statutory Resolutions seeking disapproval of the two related Ordinances will also be taken up along with the Bills. Motor Vehicles (Amendment) Bill, 2014 is one of the three Bills already pending in the Rajya Sabha, for the withdrawal of which the Government has earlier moved Motions and the same were deferred following some issues raised by the opposition. The other two pending Bills relate to hiking FDI limit in insurance sector and allocation of coal blocks throgh open bidding. Discussion and voting on Railway Budget for 2015-16 and Supplementary Demand for Grants for 2014-15 and passing of related Appropriation Bills is the financial business to be taken up in the Rajya Sabha during the next week. The Government has also proposed consideration and passing of the Regional Rural Banks (Amendment) Bill, 2014, as passed during the winter session of Parliament by Lok Sabha in the Upper House next week. Both the Houses will take up for consideration a Resolution seeking approval to constitute a new Railway Convention Committee for determination of Rate of Dividend payable by the Railways to the General Revenues and other ancilliary matters next week. During the first two weeks of current Budget session of Parliament, Lok Sabha has passed five Bills seeking to replace five respective Ordinances relating to Amending the Citizenship Act, introduction of e-rikshaws, allocation of coal mines through open bidding, hiking FDI in insurance sector and allocation of non-coal mineral resources through auction. Rajya Sabha has passed three Bills including the Citizenship (Amendment) Bill replacing the related Ordinance, The Constitution (Scheduled Castes) Orders (Amendment) Bill, 2014 and The Public Premises (Eviction of Unauthorised Persons) Amendment Bill, 2014, earlier passed by the Lok Sabha. During the last two weeks, both the Houses have adopted the Motion of Thanks to the President's Address after marathon debates with the Rajya Sabha adopting an amendment to the Motion. The Upper House also discussed the agrarian situation in the country last week. Minister of Health & Family Welfare Shri J.P.Nadda made a suo-moto statement in swine-flu situation in both the Houses during the first week of current session of Parliament. The Government seeks to have the Bills replacing the six Ordinances passed by both the Houses of Parliament before March 20, 2015 when the Parliament has been scheduled to be adjourned to enable the Parliamentary Standing Committees scrutinise the Demands for Grants of various ministries. Parliament is scheduled to be reconvened on April 20, 2015 while the six Ordinances will lapse on April 5, 2015 as per the provisions of the Constitution. AAR
