| "The department has issued the Cabinet note for SWCS and it is with the relevant committee and is expected to be passed by December. The SWCS would then come up for approval of the Committee of Secretaries meeting expected by January," informed P C Parakh, secretary, department of coal of the ministry of coal and mines. |

| The final step would be clearance by the Cabinet, expected in February 2005. |

| This SWCS would included required clearances from the defence ministry, and the departments of telecom, atomic energy and civil aviation. |

| It will also provide clearances on behalf of the forest and environment departments. |
