The National Human Rights Commission (NHRC) has taken suo motu cognizance of a media report that an 11 year old girl was raped and murdered merely after four days of a two year old girl's kidnapping and rape in Gurgaon, Haryana.
Issuing notice to the Commissioner of Police, Gurgaon, calling for a report within four weeks, the Commission has observed that the contents of the newspaper report, if true, raise an issue of State's failure to protect its subjects, particularly the girl child, who were being kidnapped, raped and murdered.
He has also been asked to submit an action plan for protection of such vulnerable group of society.
According to the media report, the 11 year old girl, daughter of a washer man, had gone to deliver the last set of ironed clothes at 08:30 p.m. in Sector 27, Gurgaon but did not returned back.
The parents of the girl searched for her in all the nearby houses where they used to deliver clothes after washing and ironing but could not find her. Finally, after 10 hours, her body was found near an abandoned flat in Sector 29, 100 meters away from the place where the girl had gone to deliver the clothes.
The police suspected that the girl was first raped and then murdered and more than one person was involved in the crime.
