The Supreme Court of India has asked both the Central and State Governments to frame an effective law that will ensure proper regulation of clinical trials of untested drugs on humans.
A two-judge bench of the apex court has directed the Centre to convene a meeting of chief secretaries or health secretaries of all states to discuss this issue and put an appropriate monitoring mechanism in place thereafter.

Justices R M Lodha and Madan B Lokur said that they would grant the government a month's time to convene the meeting and for framing of rules.
In an affidavit, the Centre had admitted that 2644 people had died during clinical trials of 475 new drugs between 2005 to 2012.
