An Right to Information (RTI) query has revealed that Madhya Pradesh Chief Minister Shivraj Singh Chouhan had ordered the appointment of Malay Rai as a state finance commission member over the phone.

Rai is the former chairman of the Professional Examination Board (PEB), or Vyapam, in 2009-10, and the order was issued even as the Vyapam scam was being investigated.

According to RTI papers obtained by Vyapam scam whistleblower Ajay Dubey, Chouhan had ordered Rai's appointment over phone while he was in South Africa to invite businessmen and industrialists for a summit in Madhya Pradesh.
