The EC Friday issued notice to Samajwadi Party supremo Mulayam Singh Yadav saying his remarks on promises for teachers at a meeting in Bulandshahr, Uttar Pradesh violated the model code of conduct.
In its notice issued to Mulayam Singh, the poll panel said it had received a report with a video clip of his public speech in Bulandshahr April 3.
"The commission is, prima facie, of the opinion that you have violated the provisions of the model code of conduct," the poll panel said.
It asked the former chief minister to explain his stand by April 20, failing which a decision would be taken "without further reference to you".
Mulayam Singh had told the gathering the state's Samajwadi Party government had given its blessings to "teacher friends" and sought their votes, adding the decision in their favour would be withdrawn if the party did not get their support.
