Pot 1: Spain, Germany, England, Portugal, Belgium (France set to be in No. 1 position of Group A)

Pot 2: Italy, Russia, Switzerland, Austria, Croatia, finalist to be decided

Pot 3: six finalists TBD

Pot 4: two finalists TBD, Iceland, Wales, Albania, Northern Ireland
