The Delhi High Court on Wednesday issued notice to the city government and police on a plea seeking direction to hand over the case of the murder of a 19-year-old girl who was stabbed to death to the CBI.
The petition also sought direction to restrain Chief Minister Arvind Kejriwal from creating panic in the minds of people by propagating false information about the incident through official advertisements.
A division bench of Chief Justice G. Rohini and Justice Jayant Nath asked the Delhi government and Delhi Police to file their responses by September 15.
The petition filed by advocate S.N. Singh also said that the victim's parents be rehabilitated and given a compensation of Rs.20 lakh.
The plea alleged that police took no action in the matter, even when the girl's parents lodged a complaint in October 2013.
"The officers of the Commissioner of Police are guilty of dereliction of duty in not taking action permissible under law on the complaint of the victim's mother dated October 15, 2013 which led to the commission of the present crime and for this conduct the concerned police officers are liable to be proceeded with for disciplinary action," the plea said.
On July 16, Meenakshi, a Class 11 student, who objected to alleged abuse, was stabbed to death by two brothers in Anand Parbat area of central Delhi.
Her mother was also stabbed on her back when she intervened. The girl succumbed to her injuries.
