Gurgaon police to create 'Crime Index'

The Gurgaon police Tuesday signed a memorandum of understanding (MoU) with Management Development Institute (MDI) to zero down the crime rate by creating a "Crime Index" on the pattern of stock exchanges, an official said.

MDI, a leading management institute of India, will help Gurgaon police in zeroing down the crime rate and to control crime at stage one -- that is, at the place of occurrence.

The MoU was inked by Gurgaon Police Commissioner Alok Mittal and MDI director Mukul Gupta at the former's office.

Briefing the media, Mittal said the MoU consists of two projects.

One is named "Shakti" and the second is to create "Crime Index" for Gurgaon, which will help in assessing the crime rate scientifically, as is being done in developed countries.

Mittal said the duration fixed for completing both these projects with data analysis is 16 to 18 weeks. He added MDI will take the lead in these projects while Gurgaon police will assist it by providing data.

The police chief said the Crime Index will help in calculating the crime rate scientifically like the Sensex of the Mumbai Stock Exchange.

"With crime index, one will be able to analyze whether the crime rate has increased or decreased in Gurgaon. For this, the MDI faculty will conduct a basic survey of crime incidents like in which area these occur more, the reasons, timings of occurrence, age group of people involved and of victims etc.," Mittal said.

"It is an exercise to develop an ability to predict crime occurrence in advance so the police can take preventive measures. The crime index will be prepared for the entire Gurgaon district and also police station wise. This will help in evidence-based policing as is done in foreign countries," he added.

"In case of 'Shakti' project, the MDI faculty will analyse the calls received on women helpline number 1091 like victim profile, people frequently involved in crimes against women, their age group, areas from where more calls originate, helpline desk call attendant's behaviour, whether her response helped the victim in normalising or otherwise, quality of police response, etc. After analysing the data, the MDI faculty will submit its report and the Gurgaon police will take action on the findings," he added.

Mukul Gupta said MDI is in Gurgaon for past 40 years and for the first time they have been given an opportunity to do something for the city. He hoped they would be able to contribute in making Gurgaon more safer by improving policing here.
