The Lucknow bench of Allahabad High Court on Tuesday asked the Uttar Pradesh government why imposition of President's Rule cannot be recommended in the state for its failure to contain the dengue menace.
Hearing a public interest litigation (PIL), the bench of Justice A.P. Shahi and Justice D.K. Upadhyaya made the observation to Chief Secretary Rahul Bhatnagar.
The court observed that that the state government has completely failed to curb the vector-borne disease.
The court asked the Chief Secretary to explain to it the proposed action plan to curb the disease.
During the course of hearing, the high court bench also asked why the court should not recommend invocation of the Article 356 of the Indian Constitution, as the state machinery has completely failed to discharge its duties.
When the state's Additional Advocate General Bulbul Godiyal pleaded that the state government is short-staffed and that there is paucity of doctors, the bench said they cannot absolve themselves of their responsibilities.
