The breakaway faction of a Meghalaya rebel outfit is conspiring with Pakistani intelligence agency ISI to create lawlessness in India's northeastern states, Chief Minister Mukul Sangma said Friday.

"We cannot rule out the overall involvement with ISI (Inter-Services Intelligence) and other anti-national elements with the ANVC-B (the A'chik National Volunteers Council-B). I have reasons to believe there are certain forces plotting to create law and order situation in the northeast," Sangma told journalists here.

Informing he will take up the matter with Prime Minister Narendra Modi and Home Minister Rajnath Singh, Sangma said his government has directed the state's investigating agencies to find out the "smart minds" guiding the ANVC-B's members.

Moreover, the chief minister said the government is also investigating the role of the ANVC-B in the recent killing of two migrant labourers from Assam in the West Garo Hills of the state.

The ANVC-B is a splinter group of the ANVC, which has been observing a tripartite ceasefire with the central and Meghalaya governments for nine years.
