Condemning the attack on an army base in Uri, Union Human Resource Development Minister Prakash Javadekar on Monday said Pakistan had become a hub of terror.

Islamabad had been sponsoring subversive activities against India, the minister added.

Javadekar said this on the sidelines of a function at the Indian Institute of Technology Guwahati (IITG). He said India's leadership would discuss a strategy on how to respond to such attacks by Pakistan.

Terrorists described as "foreigners" attacked the army camp near Uri town on Sunday morning, killing 18 soldiers and wounding many. It was the biggest attack on a military camp in Kashmir in a decade.

The minister was here to launch PARAM-ISHAN supercomputing facility at the institute. He called it the "fastest and most powerful computer in the northeastern, eastern and southern regions".

"The IITs are modern temples for development and we reiterated our commitment to give a big push to research and innovations by empowering the educational institutes to transform into higher seats of learning and platforms for advanced research.

"A nation's potential for growth today is evaluated on the quality of its research and development," he said.

IITG Director Gautam Biswas said PARAM-ISHAN had the power of 250 Teraflops and 300 tera bites capacity and this would not only augment the research initiatives in the institute but also help in creating an ecosystem for attracting the right talents in research.
