Prime Minister Narendra Modi met Dubai ruler Sheikh Mohammed bin Rashid Al Maktoum and held talks with him here on Monday.
Modi flew in from Abu Dhabi.
"The famed Arab hospitality continues in Dubai. VP & PM of UAE & Ruler of Dubai @HHShkMohd receives PM," tweeted external affairs ministry spokesperson Vikas Swarup.
The PMO tweeted: "A different city & an equally warm welcome. @HHShkMohd with PM @narendramodi in Dubai."
Modi is set to address an enthusiastic crowd of 50,000 Indian expatriates at a civic reception at the Dubai Cricket Stadium in the evening.
In Abu Dhabi, Modi held talks with Crown Prince Sheikh Mohammed bin Zayed Al Nahyan which extended over a luncheon banquet in his honour.
