The heads of state of Russia, Ukraine, France, and Germany arrived here for negotiations on Ukraine crisis Wednesday evening.
Ukraine President Petro Poroshenko was the first to arrive at the Palace of Independence and welcomed by Belarusian President Alexander Lukashenko, the host of the event, Xinhua reported.
The Minsk summit will also be attended by German Chancellor Angela Merkel, French President Francois Hollande and Russian President Vladimir Putin.
According to the experts, the meeting may be the high point of intensive multi-lateral efforts aimed at finding a way out of the crisis in Ukraine, where over 5,000 people have been killed since last April.
