A routine meeting that had been called by President Robert Mugabe on Tuesday failed to take place after cabinet ministers snubbed the call to attend it.
The official Herald newspaper reported that the ministers resolved to miss the cabinet meeting at a party caucus meeting Monday.
A joint sitting of the Senate and National Assembly to impeach Mugabe is set to be held at Harare International Conference Centre in the capital, Xinhua reported.
The move to impeach Mugabe comes after he missed the party deadline to resign by Monday noon following military takeover of government and street protests by Zimbabweans calling on him to resign.
