Blueprint blunders

The Planning Commission's effort to highlight schemes, programmes and sectors that have performed below targets set in the 12th Five Year Plan document is meant to serve as a blueprint for the mid-term appraisal of the Plan which is expected to be completed after a new government takes charge in Delhi. This well-intentioned step has, however, raised eyebrows in Yojana Bhavan. Some top advisors and members are wary of undertaking such an exercise on the grounds that it could highlight policy-making follies in the second stint of the United Progressive Alliance.
