After the main speakers had made their point at the session on gas marketing at Petrotech 2009, the session’s Chairman L Mansingh (who is also the chairman of Petroleum and Natural Gas Regulatory Board) invited queries and observations from the participants. GAIL Chairman U D Choubey got up to speak and introduced himself as the head of India’s largest gas distribution company. Mansingh interrupted him in the middle of his speech to say, ‘You are abusing your dominant position.’ It is not clear if Mansingh was referring to Dubey speaking for too long while taking advantage of the fact that he had the floor or whether he was referring to GAIL’s behaviour in the marketplace.
