"ODA, Japan, will be helping the state in development. Japan is a geographically small country with population less than that of Uttar Pradesh, yet it stood at second place in the world in education and technology," Naokazu Takemoto told reporters here.
Takemoto was in the district with Assembly speaker Mata Prasad Pandey to visit Kapilvastu, where Gautam Buddha is said to have grown up.
On the construction of a new Buddha temple in Kapilvastu, Takemoto said he would apprise the Japanese government about the sentiments of the locals to build such a structure.
Japan wanted to establish a medical college and a hospital in Kapilvastu, he added.
