Speaker C P Singh found only eight ministers sitting in the House when he arrived at 11:00 am.
A couple of ruling members and the lone CPI ML-Liberation) MLA Vinod Kumar Singh were also present.
At 3:50 pm all the twelve ministers were seen in the House for the first time in the day.
The Speaker adjourned the House for the day after CPI (ML-Liberation) MLA urged him not to take up bills in the absence of so many legislators.
Later he told reporters that ruling and opposition legislators did not go to the House to protest the non-release of MLA local area development funds by government officials.
