Chief Secretary Anjani Kumar Singh said two crore people would form the chain for 45 minutes from 12:15 PM to 1 PM on January 21 at a stretch of 11,292 km across the state.
As around 2000 people would make a one km long chain, so two crore people would form a 11,000 km long human chain, he said on how the figure of 2 crore was arrived at.
"We will make a map of Bihar with people taking part in the programme and Chief Minister will be in it. In the middle of the map, the word 'Bihar' would be written with cloth. There will also be a bottle with a cross (X) mark, so as to enable better images through satellite," Singh said giving detailed plan of the programme.
The entire event of organising human-chain across the state, for which Rs 10 crore was sanctioned, would be captured through five satellite and videography would be carried out in all the districts with the help of drones and videographers on the helicopters, Singh said.
Four helicopters will be utilised for videography.
He said that the government's wants to create a human chain in support of prohibition and not create any record.
Of the 11,292 km, 3007 km would comprise of national and state highways and traffic would not be allowed in those roads between 10:15 to 3 PM, DGP P K Thakur said.
Only the vehicles of administration, media and ambulance would be allowed.
Children studying above standard V, people from social organisations, NGOs and political parties would participate in the event but parties cannot take flags or banners.
Thakur said adding that adequate police force would be deployed for the purpose, the DGP said.
