As per the Industrial Disputes Act, 1947, Centre has set up 22 central government Industrial Tribunals-cum-Labour Courts (CGIT-cum-LCs) in various states for the resolution of industrial disputes arising in central sphere, Labour Minister Bandaru Dattatreya said in a written reply to Lok Sabha.
The reasons behind pendency include absence of affected parties at the time of hearing, parties seeking frequent adjournments to file documents and parties approaching High Courts to challenge orders of reference issued by appropriate government as well as those the Tribunals on preliminary points, he added.
The figure of pending cases was 13,722 in 2014-15 and 13,694 in 2012-13, the data showed.
In a separate query, the minister said minimum pension fixed for retired central government employees is Rs 3,500 per month with effect from January 1, 2006.
For the pensioners, including those retired from public sector corporations and other establishments, to whom the Employees' Pension Scheme (EPS), 1995 framed under applies, provision of a minimum pension of Rs 1,000 per month has made with effect from September 1, 2014, he added.
The minister said no complaints regarding anomalies in minimum pension in respect of central government employees have been received by the government.
"However, representations, grievances and complaints have been received from various quarters that monthly pension to pensioners under EPS, 1995 have not increased to Rs 1,000 per month even after the notification in respect of pensioners who had taken short service pension, commutations or return of capital," Dattatreya said.
Some grievances also relate to the fact that pension has not increased for those drawing more than Rs 1,000 per month, he added.
