14 privilege notices against IAS officers by MPs

As many as 14 privilege notices have been issued against IAS officers by present and former members of Parliament for alleged violation of protocol and discourteous behaviour towards them, among others.
Of these notices received from Lok Sabha and Rajya Sabha secretariat, five are pending with Bihar government for want of factual report from them. The reply from Gujarat, Uttar Pradesh and Madhya Pradesh governments is awaited on two each notices.
Whereas, Jharkhand, Andhra Pradesh and Tamil Nadu governments are yet to send their replies on the privilege notices or complaints done by the MPs, according to a data by the Department of Personnel and Training (DoPT).
A letter dated September 9, 2013 from Bhisma Shankar Alias Kushal Tiwari, former BSP MP, alleging violation of protocol and discourteous behaviour by District Magistrate, Sant Kabir Nagar, is pending factual report from Uttar Pradesh government, it said.
Another complaint dated June 12, 2013 from Kirti Azad, BJP MP, alleging non-intimation and non-invitation at a public function regarding inauguration of various state and central government schemes at his Parliamentary constituency, Darbhanga, Bihar on June 6, 2013 is also awaiting factual report from the state government.
The factual report is awaited from Bihar government on a letter dated September 18, 2012 from Mangani Lal Mandal, former MP, regarding complaint of malicious attitude of the DM, Madhubani, said the DoPT data.
The Tamil Nadu government is yet to send its reply on a letter dated October 1, 2012 from T R Baalu, Ex MP, regarding complaint of disregard shown to him by District Collector, District Kancheepuram, it said.
There were other complaints of alleged protocol violation by the senior IAS officers by the Members of Parliament (MPs).
The reply from Uttar Pradesh government on letters dated September 3 and 18, 2013 from Ashok Kumar Rawat, former MP, regarding complaint of protocol violation by City Magistrate, Mishrikh constituency, District Sitapur, is also awaited, the DoPT said.
"The matter of privilege notices are of immediate importance and needs to be taken on priority. We have asked the state governments to send factual reports or their response on these at earliest," a DoPT official said.
