They were detained at an address in the Sparkbrook area of the city today, West Midlands Police said.
The 38-year-old man and 31-year-old woman were arrested on "suspicion of preparation for acts of terrorism".
Police said the operation, carried out by the West Midlands Counter Terrorism Unit, was pre-planned and intelligence-led.
"There was no immediate threat to public safety," a spokesperson said.
