Atam Singh and Hem Raj were arrested during a checking drive by police on national highway at Magerkote area in the district, police said.
They were going to Banihal from Ramban in their vehicle when the police intercepted them and seized 216 pouches of illicit liquor.
A case under Excise Act was registered against them.
