Takpa is the Chief Conservator of Forests in Ladakh and Director of Ladakh Renewable Energy Development Agency while Gya is a Filmmaker and Director of Himalayan Film House.
Both of the experts hail from Ladakh region.
Chief Minister Mufti Mohammad Sayeed congratulated the duo saying that the participation of the "two sons of soil" in the Climate Change conference is a rare honour for Jammu and Kashmir.
"The kind of work they are doing towards reducing global warming and eliminating greenhouse pollution through comprehensive research and media outreach is really commendable," Mufti said praising the duo's efforts in their respective areas of work.
During the Climate Change conference, the duo was also hosted for lunch by the French President Francois Hollande at the Elysee Palace.
